The European Commission has published a call for proposals in the area of 'Scientific support to policies' under the Sixth Framework Programme's 'Policy support and anticipating scientific and technological needs' activity. (Deadline for submission of application: 22 March).

The project proposal The European Mining Heritage Network Initiative (MINTOUR) is an ENMR-driven project initiative. The lead partner for the project proposal is the ENMR partner INETI (Instituto Nacional de Engenharia, Tecnologia e Inovação) from Portugal.


A total of 40 partners from 15 countries have indicated their interest in participating in the project: MINTOUR Partner LIST [20060227]

Partner response to INETI due 10 March

The information will in detail describes the work planned to achieve the objectives of the proposed project. The organisation, management and decision making structures of the project will be described. The plan for the management of knowledge, of intellectual property and of other activities arising in the project will be described.

Shortly after the close of call (latest 12 days), the Commission will despatch an Acknowledgement of receipt letter to the proposal coordinator INETI.

Evaluation and selection of proposals

 

Spring 2006

All proposals that fulfil the eligibility criteria are evaluated to determine their quality. Independent experts will evaluate the eligible proposals.

Evaluation Summary Reports sent to coordinators

Summer 2006

After the completion of the evaluation, the results will be finalised and all proposers will receive an Evaluation Summary Report giving the opinion of the evaluators on their proposal. Unsuccessful proposers will subsequently receive a formal notification of a Commission Decision not to retain their proposal.

Contract negotiation

 

Autumn 2006

Invitation letter to launch contract negotiations with Commission services will be sent to successful coordinators.

A set of administrative forms, based on the proposal submission forms but more detailed, serves to collect administrative information on the proposal and the participants, inter alia:

  • Detailed information on participants' legal status and organisation size
  • Declaration by each participant that it is not subject to any condition making it impossible for the Commission to sign a contract (bankruptcy, fraud, grave professional misconduct, breach of other contractual obligations etc.)
  • Banking information of the coordinator
  • Simplified balance sheet and profit and loss account only for some participants)
  • Costs and requested Community contribution broken down by type of activity and by partner

The information in the contract preparation forms will be used to verify the legal and financial status of participants. Certain details will be used to generate a Projects Fact Sheet for publication. The final version of the financial forms will be included as an annex to the contract.

Signature of first contracts

From November 2006

If the negotiation is successful, a Commission Decision approving the funding is foreseen in a timeframe starting November 2006. The project may begin work in accordance with the provisions in the contract signed with the Commission regarding the project start date.

IMPORTANT INFORMATION FOR MINTOUR PROJECT PARTNERS

As an FP6 project will be a major commitment with financial and legal implications it is important that the project partners have a clear understanding of the nature of the collaboration and are fully committed to it.

For the project itself, this understanding will be covered by the Consortium Agreement which is a legally binding agreement that sits alongside the consortium’s contract with the Commission.

Contracts

  • Between the partners
    To fix the conditions and modalities of co-operation between partners, the conclusion of a consortium agreement is obligatory for most of the actions (in particular for Networks of Excellence and Integrated Projects). The European Commission will not be a party within this agreement and will not have to give its approval to it. It will however provide a checklist with points potentially to be covered by a consortium agreement.

 

  • Between the Commission and the partners
    For proposals selected for funding, the European Commission will conclude a contract establishing rights and obligations of all participants. This concerns in particular provisions for the scientific, technological and financial monitoring, for the updating of objectives, changes in consortium membership, payment of the Community financial contribution and rules for dissemination and use of knowledge. The contract will be concluded between the European Commission and all participants.

Liabilities
The partners in a consortium are jointly and individually liable for the implementation of the contract. This means that if one contractor fails to perform their duties or to pay any financial reimbursement due to the Commission then the other partners are responsible for meeting those obligations.
